None of that came from Niantic or the Pokémon company. It’s all rumors an hearsay until something official is released in ether the code or from those companies. 
People can speculate but speculation until backed with evidence does no good to anyone.

2nd favourite would probably be Articuno, then Lucario And Lugia

Don’t be too pessimistic @JoshHack! You’ve already got Articuno and Lugia! (I think) You should be satisfied with what you have. Lucario is a great Pokemon (~3000 CP) which has Maga evolution so it won’t disappoint you.

@JoshHack is safe to assume all Legendary Pokemon over 4K CP will be an EX Raid boss. Mew2 was nerfed right? If not, he would still be 4.7K CP.
The weather trio all have above 4K CP
When Gen 3 drops, expect to see the Titans be introduced in a normal 5 tier raid either like the birds or the beasts.
same for Latios and Latias.
No idea for Jirachi and Deoxys
