Its horrible HP will stay, turning it into a squishy Dragonite
Either way, a Pidgey or an actual Dragonite would be better, based on how frequent gym fifhts are where you live

I might be mistaken but I believe it keeps its HP and base stam after transform. While fun to battle against its still paper thin.

This is the best advice. You would be wasting dust for no reason. If they do introduce breeding I would keep a 90%+ Dittto or a lvl 35 one. In case breeding goes by IV or lvl since its not a feature atm.
