Ice types are the main idea of this event and Spheal and Snorunt spawn just fine

The case is that Wailmer has an insane candy requirement for evolution but spawning not as much as Magikarp.

Also, exclusive Pokemon is enough for gen 3 Pokemon. The trend of exclusive Pokemon should end up here. No way there’s more than 6 regional exclusive Pokemon only in 1 gen.
