Up-grade how and when to use it

So I’m fairly new to This I could use some guidance on how to use this it’s called an up grade
Anyone?
Like how and when do I use this

You use it for evolving porygon. If you have 50 porygon candies and an up-grade you can Evolve your porygon. Up-grade is consumed after use.
