If you are not friends ingame, and no weatherboost: 3 people
If you are best friends ingame, and no weatherboost: 3 people
If you are not friends ingame, and weatherboosted (partly cloudy for rock types): 2 people
Thats simulated with level 40 sudowodo and RockThrow/RockSlide moveset. And i dont think it takes rejoining, reviving and slow phone performance into account.
But the best case scenario of ultra friends and weatherboosted should leave you with ~25 seconds of time left with just 2 people.

Ground isnt super effective
zapdos day managed to do 34 raids. Since then we had some new gyms created on the route we used so target is doing more then 34 raids 
seconday target: more then 1 shiny! FML and my luck with shinies!
