At the moment thats the only reason i would go with a 2nd move for pokemon. Im not gonna spend candy and dust just so i can be better at PVP. The cost is to high and rewards to low for it.

Its cheaper than powering up a 2nd Mewtwo.
But has a much, MUCH lower reward:cost ratio
How? If you WANT to have 1 Mewtwo for raiding with Psycho Cut / Shadow Ball, and 1 for gyms with Psycho Cut / Focus Blast you would need 450.000 stardust and 496 candy’s if you use 2 Mewtwo wich you both bring to level 40.
You need only 325.000 stardust and 348 candys if you use 1 level 40 Mewtwo with 2 charge attacks.
And then you have 2 of them, making raids so much better
Yes, in one very specific case with SB Mewtwo, second move is better
Mewtwo is pretty much the only one that becomes a jack of all trades this way, everything else can be changed with TMs (and their secondary moves would be just that - secondary, they wouldnt become a 2in1 Pokemon
