It makes absolutely perfect sense since its the second last move every single eeveelution gets (before Flare Blitz, Hydro Pump, Blizzard,Thunder, etc)
This will be just like Dragon Pulse Ampharos: a CD where nobody cares about the move and only about the shinies.

Would of enjoyed getting specific moves for every evolution. Oh well.

Ehhh but there are only fire, water and grass starter moves and the Eeveelutions dont get them anyways?
