Am I the only one who will now hesitate to build up a few Pokemon so that they stay in a certain league?

I was wondering if they would allow Mewtwo, kinda boring if they allow legendaries and it only be 3v3 i would of rather 6v6 with legendary and 3v3 non-legendaries
Maybe more leagues? 
Main reason i created non legendary team since legendary teams are rather much easier to build
