Almost all dragon moves that Gyarados has ever had are now all legacy: dragon breath, dragon tail, twister, dragon pulse (outrage is the exception I think).

Maybe because it’s not a dragon type pokémon. Maybe so it can finally be the strongest water pokémon (since it’s the hardest to evolve). dragon type moves don’t do STAB damage with Gyarados. I find it much better with the new moves.

Gyarados with a double water moveset is definitely better and has been long awaited, but just curious why Niantic would add dragon moves for him… Could be coincidence
