Should atleast 1 of the breakthroughs be shiny?

As much as I like the idea as a rural with no raid pals, I think greater odds should be through raids.
If that means I miss out on a shiny then so be it. But if there was some sort of multiplier increasing chances of those who can’t raid through circumstances (such as location) then I would be all for it. Just no guarantees (like with raids)

I liked the idea i heard of, shiny increases if gold badge.
This idea came up from the glitched Moltres, some got Shiny Moltres.
