Nope its not out for childs so not everyone
Unfortunately Niantic have confirmed that if your account is registered as under 13 then you wont be able to use the friends system at all, until the number ticks over to 13. They should probably add a parental consent option because this is going to leave players behind otherwise.

One of my friends made their account before they were 13. They’re 13 now and the friend system is working for them
Note: they turned 13 before the friend system came out, so hopefully niantic won’t just get a very long list of under 13 accounts and permanently ban them from the system.
