Confusion is better as a psychic attacker but for anything else psycho cut it better.

I use confusion/ fb mewtwos for gym sweeping blissey ttar etc. Its fast attk slower but hits harder and i use psychocut/ shadowball mewtwos for its fast cooldown and charge
