Spain is crossed by the Greewich-line, and so both colors of Basculin are available in Spain, and not shure but I think the two types of Frillish as well. And I think in it’s days we had a special type of the black bulls, but now I don’t believe they are available.
They should be, but they have been turned off on accident since June. Niantic has acknowledged it, but did nothing to fix it.

Yeah, hopefully that specific tauros for iberian peninsula makes a return sometime, I need it for the pokedex…

Has anyone found Toedscool? I went yesterday to a forest and a grassy area by my town and spent there more than 2 hours, used incense and a mossy lure module and I couldn’t find one. 
Seen them on the radar nearby, but wasn’t bothered enough to actually get them.
Got two of them an hour ago so they are but not very frecuent.
Never heard of it. But I’ll try to get a screen shot if I encounter one. The closest I’ve seen in this city is the Towed Screwal. 
Updated: Found a couple on nearby radar, which I caught before they could flee. Then encountered one that I didn’t have to run to reach. So had a little more time before it could despawn, and here’s a snapshot:
