AGAIN the mention of a 4th gym possiblity 
It is NOT possible via normal portal submissions.
Level 14 S2 cells with 4 gyms are a mutation, caused by a 4th gym being moved from an other Level 14 S2 cell AFTER there were already 3 gyms in said cell.
Besides that, this is good news. Apparantly Iphone users couldnt use the old Ingress version so they couldnt nominate new portals. Now they can again

It is a good trick to get a higher Gym density.
