have seen this many times and has been asked many times here before 
fear not though, this is a visual bug you get when remote checking a gym you are defending which is under attack.
This visual bug becomes more fun if you move after you get this. The animation will stay in the same spot while you move away.
quick reboot fixed it.

This bug is a weird bug.
If this happens,One of your gyms are under attack.If u check at the gym,and its under attack,you might get that bug.
