Mamoswine - best Ice Type overall
Electivire - best electric DPS
Porygon-Z - great generalist
Togekiss - best fairy
Magnezone - great electric
Glaceon - great ice
Roserade - best poison and a grass glass cannon
Magmortar - decent fire if you cant get legendaries
Gallade - meh fighting type
Weavile - dark and ice glass cannon
Yanmega - best Bug
Leafeon - decent grass

All good…
Good Mons in Gen 4 are half evolutions and half legendaries, the only new great non-legendary Mon is Garchomp tbh
