It is explained in the video, but basically some level 40 account are made to start over, so it shows that Professor Willow sequence and lets you catch your starter.
But Don’t catch your starter or your account is deleted
Instead try logging out and logging back in multiple times and if it doesn’t work try uninstall then reinstall, if even that doesn’t work, try contacting niantic.
