Along with the ‘crackling voltage’ event from the end of January to the start of February is an invasion of Team GO Rocket from Feb. 1 to Feb. 5. Part of THAT event is permitting trainers to TM away from Frustration. As one who starts to get itchy from too much Frustration with my Shadow Pokémon around October, I thought it worth shining the spotlight on this much-anticipated event.

From Wednesday, February 1, 2023, at 12:00 a.m. to Sunday, February 5, at 11:59 p.m. local time.
Event Bonuses
Team GO Rocket will appear more frequently at PokéStops and in balloons.
You can use a Charged TM to help a Shadow Pokémon forget the Charged Attack Frustration.
