Or better, have ALL ACTIVE players (say at least for the latest month) the ability to submit EVEN JUST ONCE. Then they could not resubmit until their submission got APPROVED or DECLINED.

That way, a million active player could only raise a million active submission for a period of time to undergo screening and approval.
