The issue is the date setting in your Pokemon Traniner Club account.
There is an age cap where Childen can’t get the new features.
I have the same issue with a PTC account.
I could not find anything in the Childs Profile to be able to change that so have sent an email to the help section asking what can be done. I’m waiting for a reply.

Remember this is with Pokemon Trainer Club site not in Pokemon Go the Game.
