Blissey will be impossible to battle, due to it’s high HP, so that probably won’t happen.

No, it would be incredibly easy because the difficulty is based on defense, and hp is lowered or raised to match the defense stat. In blissey’ scars it has an acceptable defense but a massive hp. If it became a raid boss the hp stat would become irrelevant making it very easy to beat.
