Deoxys (Japanese: デオキシス Deoxys) is a Psychic-type Mythical Pokémon introduced in Generation III. This is on bulbapedia, and on the pokemon company page Rayquaza is last gen III legendary

The point of legendary raids is to gather people and communicate, not solo them
I could see use for the quest system you often request, but making them doable for fewer players wouldnt make any sense

They could decrease the CP for smaller groups
Again, would beat the point of getting enough people
And they are already doable in like 4-7 based on the legendary
But some people have no chance with the current system
Can you elaborate? 
Even these do, they just need to gather some people that arent level 20
In the current system if your in the middle of nowhere town has 2 players it doesn’t matter how hard you try, you can’t get a legendary
unless you go to a bigger settlement
But then there’s another problem.
Niantic have a habit of not announcing the release date of future legendaries. Many people can’t get a trip to the city for weeks (or at all) after that and if they did then there’s Facebook and Discord and that’s basically it for communication. From experience you often need to be on the face book group just to get a discord link. These are usually closed and they might not accept you if you live too far away.
