But Hyper Beam is a normal type move, and normal type moves cant hit Ghost Types and vice versa. Gengar is a ghost type.

Nope, but after a certain amount of turns they have to use Struggle.
Then it just depends on the physical attack stat, Defense stat of the defending gengar and the speed

Struggle is a typeless move from gen 3 and further
In gen 1 and 2 it was a normal type move
