Realistically, one is needed to show the Pokemon with the CP next in the sequence, hence its not necessary that Pokemon should have attained it.

Plus, finding a perfect Pokemon which is eligible like that requires skill, which only a true Challenger like @DeltaEmerald can only do !!

We generally wait six hours before we can reply with the followup CP number to give others the time to reply if they have the next number as well. If six hours have passed and nobody replied yet, you can go again.
