Got the same problem, which makes Riolu and Lucario my only missing entries next to a Bastiodon because of lackaing a good Iv Shieldon. As soon as I have a decent IV I can build one, because I have enough candy for it.

I have this problem with Togepi. The highest Togepi I’ve ever hatched has 84% IV’s, so still not worth evolving to Togekiss.
