Raids - Raid bosses (Idea for Shakeup)

Lvl 2: tropius Altaria
Lvl 3: ludicolo wailord
Lvl 4: blaziken sceptile swampert Metagross salamence wailren

No salemence, keep it rare

Wailmer should definitely stay. Sealeo would be nice.
Tropius is a nice idea, but maybe would be better in level 3. Altaria the same.
I don’t think Ludicolo should be in raids, because they are meant to be rare. Wailord should not be in raids for the same reason. People would finish their Pokedex too soon.
The final forms of the starters could be cool in raids, but it would be better if it were the middle evolutions in level 1 raids.
Walrein could be level 3 or 4, this is a good idea but they are unlikely to have both sealeo and walrein.
Having metagross and salamence in raids would devalue them, probably to the extent where they would become worthless, and damage the rural-urban balance even more, due to the common lack of urban players causing a loss in most raids <level 3.

No point in having Wailord if Wailmer is already a level 1. I think they’re bring out the second evolutions on the starters as level 1’s, instead of the final forms.

Assuming only Gen 3:
Tier 1: Wailmer, Combusken, Marshtomp, Grovyle, Feebas
Tier 2: Metang, Shelgon, Vibrava, Mawile, Sableye
Tier 3: Pelliper, Cradily, Armaldo, Glalie, Hariyama
Tier 4: Absol, Walrein, Gardevoir, Altaria
Tier 5: Regirock, Registeel, Regice, Latios, Latias, Rayquaza
