Since the week of Eevee day, I haven’t been getting gifts from pokestops and pokegyms stops, I feel bad cause I can’t send friends gifts in-game

??? Really? They sometimes are rare, but if you spin many stops you should get some

I spent an hour at stops/gyms trying to get some to send, but out of that hour, I only got 2 gifts
Well, you said it yourself, you got 2 gifts, so you are still able to get them. Cannot really help you as it is based on luck, if you get a gift or not from a strop/gym. 
Unlike when the gifting was first introduced, now not every spin of stop/gym will give you gift, if you need to stock up gifts until 10 max, gotta keep spinning different stop/gym.
