Personally my phone is so slow that smeargle prob break my phone but i like the idea.

I think that smeargle would have different moves depending on what the weather is e.g. a Smeargle found in the snow would have either a steel or ice type move. you could tm it for nearly any move once caught.
It sounds easy. But I think that programming it to work that way could be a bit hard if it is permanent.
