I got one when I evolved a Dratini yesterday. It doesn’t appear on Genie. Is this something new? Special???

It’s because you evolved it on Community Day. 
Community Day Pokemon gain access to a “special” move during a Community Day event. In the December event, all previous CD Pokemon also gain access.
I say “special” because in some instances, it’s not better than another move that they already have access to. In Dragonite’s case, I believe that Outrage is still better than Draco Meteor?

Yeah I get Draco Meteor is the special CD move but I thought Breath was long gone???
